I like Tefkros' plan. This is how I see the situation: Assuming vigilance on the boat and a high moon, he would need to dive and swim underwater. He can do that with no issues other than visibility underwater at night. That's why I require DC 10 swim checks. 4 are fine, no taking 10, he needs to orient himself. Then a climb DC 10 to climb on board and normal stealth and perception.

That will allow him to get to the hull of the Blue Nixie.

I don't like random encounters, but swimming at night DEMANDS I do it. Roll your swim checks please.

The others have several options:
-Direct approach on a boat using bluff.

-A boat and then swim or board

-The canoe is not a bad approach, but that's easier to detect.

-Give me other creative options.
