Back when Dracula was first defeated, Mustafar's ancestors sent the secondary branch of the family in a suicide mission: To join the Belmont in their crusade against Dracula and protect humankind from ultimate demise. This way, the main branch of the family would get rid of the secondary and enjoy the renown their heroic deed would bring. For their surprise, however, the crusade was successful and Dracula was defeated, and when the secondary branch of the family returned to their palace, miles and miles into the boarders of the Ottoman Empire, Sultan Selim II determined that they would be the new governors of their province, and the former primary branch would become their vassals, reversing their roles permanently.

His name is Mustafa Hanim in his homeland, and Vampiralgietch around Romenia and other parts of Europe. Essentially a misrepresentation of the expression "Vampir Avcısı", which simply means Vampire Hunter in Turkish. There's no right way to pronounce this new word, it varies depending on the region and the person's original accent.
