Sounds good to me. Waylan will definitely take the arrows, scrolls, and also one of the masterwork bucklers if it's unclaimed!

Potions should probably go to frontliners and those without in-class healing, which I think is everyone but Waylan. I'd prefer not to manage the wand of daylight, but I can if need be.
