Sean is unsure about recruiting people piecewise. He reminds Chalmers about the last time he brought up the topic, and says that his intent is largely unchanged since then. Was the lead not fruitful? Mainly, Sean's plan would be to have some high interested party in the loop in exchange for them blessing the mission and, optionally, providing observers of theirs.

Failing that, Sean goes straight to the doc.

(OC: you shaved off 20% from the travel time.)

Chalmer's meeting with Sean starts when he gets to a quiet bar in Red Brick. It's safe enough, clean enough and the crowd is thin at this time.

Chalmers reports that the underboss working at the casino has not yet contacted him back.
He comments that three or four street gangs were willing to talk to Sean about providing muscle. They are all charging about $50 to $75 per day of fighting, and they might be under-equipped for the task ahead.
Chalmers advises Sean not to try hiring gangsters working in the drug trade or running a casino, as they may "bring too much baggage to the job".

Chalmers has lined up a few interviews, leaders of some gangs, who might help Sean. The two of you enjoy a drink at the bar before the first interviewee comes along.

(OC: Sean, you may need to roll interpersonal skills like Body Language, Detect Lies, Psychology, Streetwise, Criminology, Propaganda and so on. Or rather, I will roll them in secret. Just list them in the OOC or DICE ROLLS thread, I will roll them for you. Please note any bonuses or penalties that may affect the result, as well as base skill level.)

Sean knows himself about alcohol, so drinks only as little as practical. He does not want to look odd or out of place, but also does not want to get drunk. If questioned, he'll say he's on a protracted business today, so has to pace himself.

Sean expects hiring decisions to be made by sort of a committee consisting of himself, Chalmers, and the officer that will be responsible for commanding the gang(s), so tries his best to establish a solid opinion about each gang, including the topics raised by Chalmers, but does not intend to rely solely on that opinion.

The drinks served at the bar are tasty enough, and so watered down that it's hard to get drunk without buying six packs of the stuff.
The interviews take 30 minutes in total. Chalmers and Sean sit down with 8 different gang leaders to see how well they suit Sean's needs.
Sean cottons onto three of the gangers lying about their past experiences and drug problems, so he dismisses them from the line-up.

The remaining five are a mixed bag - two of them seem capable enough but demand more payment. (OC: $100 per day of action.)
The cheaper gangs are either smaller (5 members instead of 11) or less equipped (only melee weapons and low tech armor).
Two of the gangs are hardened enough to fight well even in the face of bigger numbers, better gear or freaky mutants - but they are also volatile, resistant to taking orders or refraining from immoral actions.

The first gang, The Thousand Sorrows, is good enough. They have some guns, a few good armor sets, not chaotic enough to risk ruining a plan, payment is reasonable ($75 per day), 11 members.
The third gang, The Kingslayers, are good enough. They demand more money ($100 per day), but they make up for it by being better than the rest across the board. One of them has great armor (OC: TL 8 with trauma plates), but he admits he's also a bad shot (OC: skill-10 with any firearm).
The fourth gang, The White Booze, are also better than average but demanding more money. They also have an automatic battle rifle and know how to use it. Too bad they also have discipline problems, and shady practices (drug dealing, mostly).

The other gangs are a bit too weak for the job that Sean's got in mind.

Sean tells The Thousand Sorrows and The Kingslayers that they have cleared the first round of interviews. There would be a second round, but meanwhile they will get paid. Sean leaves 10 pistol rounds at the table for the barman, hands over 200 pistol rounds to The Vermont Rangers officer, telling these are now his men and this is now their pay. Sean will provide more when this fund is up. Things Sean wants to have clarified before we are done here:
    1. Would the pay be different for days if inaction? Sean can Contract the gangs on case-by case basis or hire them for year-round outright if the inaction pay is reasonable.
    2. The "bad shot" guy is asked if he is good with something other than firearms. Like maybe a shield or thrown stuff or we can try to train him with a flamethrower or some other heavy weapon if he's brave enough to bear one.

Then Sean takes his men (not the gangs, not the militia officer) and Chalmers to the supplier that the doc has designated to see what can be had and on what terms and time scale.

Now, that is kind of interesting. Having "skill 10 with any firearm" we can hand him a grenade launcher, a LAW or some such, and he'll be just as good with them as anyone else? Or does he has something else, like "skill minus 10" to Guns (any) or something?

The Vermont Rangers officer has a radio helmet so will remain in contact while we remain in the city.

The bullets are handed out and taken with appreciation.
The gangers simply say that any day where serious action (a gunfight or brawl or hours of labor) takes place means they demand payment. They prefer a case-by-case basis. Long stretches of bodyguard work concern them if they don't have food, shelter, rest and water for the time at work.

The ganger in heavy armor (his name is Dorlan) claims he can use a flamethrower, a shield, throwing weapons, grenades and bows. He's not afraid to commit violence.
(OC: The ganger has base skill 10 with pretty much all specialties of Guns. He can handle a LAW or GL, just not particularly good.)

The supplier in Red Brick is a squirrely fellow, operating out of a semi-hidden shop down an alleyway, surrounded by armed and armored bodyguards. When he sees Sean is a customer flush with goods, he opens up and shows him his wares in big rugged cases.

Grenades. Sixteen swords. Six Concealable Vests with Anti-Stab Plates. Seven H&R Model 8 Standard 12G single shotguns. Speedloaders and gun magazines - 12 of each. Compound Crossbow (plenty of bolts available). Heroin pills. Twenty Colt .45 SAA revolvers. Five "Tommy Gun" Auto-Ordnance Model 1921 SMGs. Two Remington Model 32 shotguns. 3 Ithaca Auto & Burglar shotguns. Trench knives. Twenty-five S&W Model 10 M&P revolvers. Four S&W Model 29 .44 revolvers. 6 Beretta Mod 92 semi-auto pistols. 13 Colt Government semi-auto pistols. 1 Remington Model 870 shotgun. Three Remington No.1 Rolling Block rifles. One Winchester Model1876 rifle. A Springfield M1873 rifle. 18 Remington Double-Derringer pistols. 30 S&W Safety Hammerless revolvers.

He's got more "in the back room" and can file some "special orders" - if he's got the bullets to pay for it. The merchant himself has 3000 pistol bullets, 1000 shotgun shells, 1500 SMG bullets and 1000 rifle bullets on hand.

    What does Sean desire?

Sean says he mainly wants good quality NBC protection gear, in bulk, if available. He can pick, choose, or request gear as appropriate depending on current and future availability. Sean has some bullets and barter goods of the shop's specialty on hand so can make any reasonable down payment or first batch payment, but will have to withdraw more from his account, taking, say, one day, if there is enough of gear available to fulfill all his needs.

The merchant sighs heavily as Sean specifies. He admits that he has a few ratty and worn NBC suits and gas masks, yes. But getting more will take a lot of time, and the products may not be good value for money.

(OC: rolled your luck, found it bad. The merchant is selling 4 sets of suits and masks, but they're all Cheap/Very Fragile (-1 DR, -2 HT, price -60%). Getting more will take 11 days, there's a 50% chance any of them will also be Cheap/Very Fragile.)

The merchant gladly takes Sean's payment and hands over the suits, masks and duct tape. He warmly encourages Sean to come again.

Returning to the open road, Sean makes the call. The Gunmetal contact on the other end pauses to check what's available, and come back with a bit of oil in his voice.

"Yes, we can hook you up with what you want...How would you like a discount? We can arrange a deal on your desired products...IF you help me out with a favor. Sounds good, right? I just need your help with something..."

(OC: Do you remember what the distance between Red Brick and Gunmetal is? I believe it's come up before.)

The Gunmetal contact then lays out his request; he wants Sean and friends to go spy on a certain gang of criminals, who are hiding out in a secure fort (built from the ruins of a skyscraper). Just find out what they're doing, who're selling drugs to, who's in the gang, what their gear is, that sort of thing. If you have to wipe them out, fine, that's good, too.

Do this, and the Gunmetal fixer can arrange a 75% discount.

Sean requests it confirmed that they are offering a 75% discount (not 75% price) on the whole batch of 12+ modern biohazard suits and gas masks. If that's the way the things are, Sean is interested. He requests the following information before he proceeds with the task.
    1. Time frame for this task.
    2. Location (the specific point and the description of thereabouts including that of local population).
    3. When they have taken control of the building.
    4. When, and under what circumstances, they were designated as of interest (at all, and/or for this particular investigation).
    5. What makes them be called "criminals" other than "selling drugs" (outside of the area controlled by Red Brick?).
    6. What is already known about these "criminals".
    7. Whether Sean can also buy modern computerized radio intercept equipment, preferably before and after the task.
    8. Who is requesting the info (authorities, private individual(s), or what not). If that's private individuals, identifying them is not strictly necessary.
    9. Whatever questions Sean can get from Chalmers and Richard.

Whatever Sean would ordinarily pay, the man promises a 3/4ths off discount.
The man making the offer gives these answers.
    1) One week to do the job.
    2) The gang's fort is in the middle of a ruined Old World city, 30 miles from Gunmetal.
    3) They've occupied the structure for 2 years.
    4) 3 months ago, a truck full of their product was discovered getting smuggled into Gunmetal.
    5) The gang also kidnaps people for ransom on occasion. They also steal and take on assassination jobs.
    6) The gang calls themselves "The Ripcords," no idea why. They have good guns and armor.
    7) Probably not.
    8) Just him.

Sean suspects the man making the offer is leaving out certain political contexts regrading the job.
Just who are the targets of this job? He was awfully vague about that part. And he was straight-up lying on point number 8.

Hearing the deal, Richard asks Sean to check whether the guy needs an answer now, or if they can think about it for a little bit (and while it's pretty clear Sean shouldn't relay this part, so they can check their concerns out a little first) with the understanding that the deadline wouldn't move either way. Besides just finding out how much information gathering they can do without comitting, Richard's also interested to see how the guy reacts to the proposal itself. The fishier the job, the more likely he is to pressure them into it, is Richard's thinking.

As far as the job itself goes...well, that depends on just how much they're being lied to here. If it's just a case of the contact wanting to hide the way this relates to internal Gunmetal politics, then...perhaps, although Richard's quite concerned that this might lead to a repeat of the Bread Basket situation, particularly given how little they actually know about the way Gunmetal works outside of the specific parts they've interacted with. At the same time, though, Gunmetal is an invaluable ally and supplier, so...perhaps. His main concern is the gang themselves - if they were the kind of people their contact is claiming they are, then Richard has no problem doing the job, but that "if" is doing a lot of work there. Given that the exiles already know he's lying to them, there's the possibility that these people aren't as bad as he's saying either.

And then there was the question of what this was all for...was Gunmetal planning on hitting them at some point? That'd be unusual, from what the exiles have generally seen of the way the cities have operated. After all, Mailer's army have had free range out in the wider world because of the cities keeping their attention close to home. Since when did they go out and hunt down gangs? There was the possibility of Gunmetal hiring another team to do the job, Richard supposed, but from what they'd seen it wasn't like hired guns were normally supplied strong intel gathered by another team. It all seemed...odd. As Richard thinks about it, part of him can't help but have the feeling like their contact is banking on the exiles getting spotted and having to fight their way out. Even then, that was a risky thing for him to bank on. Richard really isn't sure what to make of it, but suggests that Sean might want to ask about what the guy is planning on doing with the intel after they've collected it. He'll probably lie, of course, but even that might help narrow it down.

Politically, Sean is afraid this might be used to make us enemies of Red Brick, even if we "succeed" on the mission by whatever way. He sees risking his life against "real" bad guys much less problematic. He has an idea, though, and so proceeds to execute it. He calls Funny Platoon and raises the following topics/questions, in order:
    1. Are they aware of an attempt to smuggle a truck full of drugs into Gunmetal about three months ago? If so, what they can tell about it?
    2. If they know anything about that event, do they suppose it might be by the gang named "The Ripcords"?
    3. What do they know about that gang named "The Ripcords" and its relation to the world in general? Where they are, what they do, who might wish them well or ill, and that sort of thing.
    4. Do they allow, forbid or endorse traders in Gunmetal placing private bounties to spy on such gangs?

    1) Yes. The contact has heard of such an event. It shook up Gunmetal quite a bit, got a few sabers rattling. Red Brick got a lot of flack over it, the Gunmetal elders threatened an embargo over it. They ended up raising tariffs instead.
    2) No, The Ripcords were never involved in smuggling drugs into Gunmetal.
    3) The contact knows The Ripcords only by reputation. They are scum working under big-dawgs in Red Brick. They have robbed merchant caravans here and there, or deployed strike teams against the black-neck-tattoo raider army.
    4) The traders in Gunmetal are allowed to post bounties on most things as long as it is not ruled as treasonous by the elders. Spying on Red Brick gangs should be fine, by the city's rulers' standards.

Sean can tell the contact is being technically truthful, but still parroting official lines. There are things he deliberately avoids saying or alluding to, as a rhetorical strategy. He figures the contact's leaving out context when he talks about The Ripcords specifically.

There are enough discrepancies in this to turn down the offer outright, but Sean thinks if he could get that week to look into the situation without actually delaying what he was intending to do. So, he radios Richard, tells him the news, asks for an approval of the following plan and, if he gets it, proceeds to execute it.

Namely, Sean radios the trader to say he would have to learn more before accepting the task, but wants to proceed with the purchase right away. So how about...
    1. The clock starts ticking.
    2. Sean is NOT on the task and the task can be taken by any other entity.
    3. If Sean decides to BE on the task, he'll call and check if it still has not been completed.
    4. Meanwhile, Sean will purchase the gear at 100% full price and...
    5. If he completes the task in a week, he'll get either 50% cash refund OR 100% additional gear for no additional money.

Whatever the reply, he asks Chalmers the following:
    6. Whether Vermont Rangers would want or not want their name be anywhere in this op? Like, would they accept the tass themselves, knowing what they know?
    7. Whatever his answer to that, Sean asks if Chalmers can conduct some investigation regarding goings on. Sean does not insist on it being fruitful.

    3) That's fine, just don't flake.
    4) Very well.
    5) Acceptable.

    6) Chalmers is skeptical, nervous. He would like the exiles to not take unnecessary risks. The Rangers may help out, but they would prefer a less chancy arrangement.

    5. Buy properly stored still sealed disposable one-size-fits-all NBC suit x2.
    6. Buy decontamination sprayer x2.
    7. Buy rifle cartridge x640.

This completely drains our account. Then Sean asks if gas supply is in any way limited and pays for the hotel to stay overnight.

The merchants shuffle around their stockpiles for a bit looking for the items Sean wants, but they do manage to make the trade he wants in the end. With the trade done, Sean settles down for the night at a hotel.

The gasoline for sale is somewhat limited; there's only up to 10 gallons for sale. The price is what he's used to.

(OC: note the food and water consumed for the day.)

    DAY 85

Sean wakes up the next day well-rested. So does Richard.

After breakfast, Sean is contacted by the Vermont Rangers. They have their intelligence report for him.
The Ripcords are accused of kidnapping a Gunmetal elder’s son and holding him in secret. The Ripcords’ boss is a high status Red Brick gangster who infamously advocates a war with Gunmetal. The Ripcords are believed to have stolen a Gunmetal cache of high tech stuff and/or killed important Gunmetal merchants in the past.

(OC: AdamSpeg, you can introduce yourself to the campaign now.)

Sean and Richard prepare themselves for the new day and organize their forces.

Richard's not happy to hear the additional context provided by the Rangers, but it's for the best that they know. Thinking it over, Richard figures that one way or another, they're going to get dragged into the politics of this - if they help one side, then obviously that's going to reflect on them, but if they do nothing...well, there's a very real risk in Richard's mind that them keeping out of it, the fact they were asked for help but refused, might reflect badly on them towards the Gunmetal elders, and that's a connection they've done a lot of work to foster. Perhaps...Richard supposes that if they did the work subtly, they might be able to minimise blowback from Red Brick. The Gunmetal merchant probably wasn't going to go tell anyone associated with Red Brick who did the job, after all, and the exiles can hopefully control knowledge of the details on their end...so maybe, just maybe, they might be able to avoid blowback from either side. Or they could just refuse and hope Richard's concerns about their refusal making its way back to important people in Gunmetal are unfounded. He's not sure which is better.

Late in the day, Richard and Sean hear a knock at the door of their rented room. Standing in the hallway is a man nearly tall enough to brush his head against the ceiling, wearing plain (but enormously sized) clothes. The man appears unarmed, and speaks after a moment of silence.

He asks if they are the men from the Radar Base, and comments on how they've become big news lately. He inquires if they are still hiring extra bodies and introduces himself as "Lemus", but explains no further.

Sean spends 6 rifle rounds to buy all the gas. He asks what is the reason for the shortage and whether he can help with that. Whatever the answer, he intends to do the other business first, but is inclined to resolve the fuel problem later.

Anyway, with full tanks and some extra in a plastic drum that will later need washing, Sean leads the way back to Red Brick where he finds the Rangers' officer in charge of militia chatting with some big guy.

    "Sean Pires. And you are?"

    Learning that the man is...
    1. A candidate to our militia and...
    2. Supposedly good shot on top of raw physical power and...
    3. Does not request a huge amount up front and...
    4. Does not look particularly problematic, as far as Red Brick men go...

Sean quickly proposes the man to get into the car for the recruitment process to be finalized back at base. He sets to drive right there, right then.

The plans for the day are...
    5. Give some men some biohazard suts and gas masks.
    6. Instruct them on how all this stuff is supposed to be used.
    7. Test all this stuff with an enclosed room and some tear gas.
    8. Maybe use some duct tape as needed.
    9. Let the men familiarize themselves further and meanwhile conduct a proper interview.

The large man seems to size Sean up. He appears contented.

    I'm Lemus.

He agrees to ride back immediately, and loads himself into the vehicle. He doesn't seem to own anything besides the clothes on his back and the hiking pack he's carrying.

Why are you hiring so many men?

The merchant explains that Gunmetal is transitioning to other types of fuel, particularly gasifiers and ethanol. The gasoline industrial processes are being converted into other tools and machines. Gunmetal is doing a lot of gasoline sales to Bread Basket and the smaller settlements, in preparation for getting out of the fossil fuel business.

Sean makes his trip to Red Brick and the radar base in good time.
(OC: 20% less travel time for both trips. Note the fuel expended.)

(OOC: I've got the most recent threads, thanks. Looks like you all are pretty on top of knowing when to roll without being prompted, driving and navigating between settlements. I'll try to be proactive on rolling skills so I don't slow things down, but lmk if you need any from me.)

"Well, we... have no better use for the funds." Sean does not seem overly certain about this statement, but also does not seem to be making it up. "You can load only so much useful gear on a man and that gear can do only so much for a person. We've wiped out a few slaver gangs, got all their stuff and now are trying to turn that pile into something usable. You see, the slavers have sort of moved south, but they are also sort of here. There are also weird critters killing people left and right... Some people you see here at this camp have been hit by one or the other to there is a sort of understanding something better be done about both. In fact, we'll try to do something as soon as tomorrow. Doing some Gutter sort of thing, if you are interested. Hm. What are your usual terms, by the way?"

Sounds like you're trying to make a lot of waves around here. I've heard a little about your group the last few days, people talk.
Lemus shows a grimace that may have been an attempt at a smile.
No terms, consider me at your beck and call. For anything. I just like to be where the big things are happening.

Sean grimaces as lots of waves, big things and last few days are all mentioned all close together. "Should have been killed more than once, so if you are not specifically aiming for a long career, we can guarantee aiming big here and there. Not exactly my choice, sometimes it just escalates, but we'll see how it goes." Then Sean turns to more practical matters. "Good shot huh? You know what. Take this and hit a pinecone over there." Sean hands over his M14 rifle with what seem to be a x8 magnification scope and a... tactical light or a targeting laser of sorts... and points at a pine tree some 40 yards away. "Any one will do."
